States employ a variety of statutory and regulatory requirements to monitor, manage, and oversee hospital markets and reduce spending on hospital services. Specific tactics include, but are not limited to, exercising approval authority over hospital mergers and acquisitions, restricting anti-competitive payer/provider contract provisions, regulating hospital prices, and creating health care affordability offices to track health care spending and propose policy solutions to unsustainable spending growth. With support from Arnold Ventures, CHIR experts have examined state responses to hospitals’ market power and share their findings here, displayed through eleven unique maps.
