Who We Are

The Center on Health Insurance Reforms operates within Georgetown University’s McCourt School of Public Policy. CHIR’s team is composed of leading health policy researchers with deep and nationally recognized expertise in health insurance laws, regulation, policies and market practices.

To advance evidence-based policy solutions that improve the U.S. health system so everyone can get the coverage and care they need at a price they can afford.

At the Center on Health Insurance Reforms, we are driven by four core values:

People come first. We use a consumer focused approach to researching and understanding reforms. We continually ask how current laws or proposals for change impact consumers in the health insurance market. We believe that health insurance should be accessible, affordable, and secure for all families and individuals. We believe that health insurance must work for people, whether they are healthy or sick.

Relevant and practical. We believe our research, analysis, and strategic advice has the most impact when it is timely, relevant, and provides the tools necessary for policymakers, regulators, and other stakeholders to take informed and effective action. We understand that the health care system is undergoing rapid transformation, and that health care decision-makers must have current and forward-thinking research and analysis to support policy solutions that work.

We work closely with a diverse array of policymakers, state and federal officials, insurance regulators, patient and consumer advocates, employers, insurance industry executives, providers, and the media to advance policies that ensure people have access to high quality, affordable, and secure health insurance.

Our Approach

Our team of nationally recognized experts collaborates with policymakers and others who have a stake in health care to make health insurance work for everyone through:

Real-world research. We analyze health care market trends and track health policy developments across the country to understand how they affect consumers.

Timely policy analysis. We assess policy proposals to illuminate the benefits and tradeoffs, and develop tools to evaluate different policy options.

Practical advice. We convene expert roundtables and briefings around policy solutions and provide technical assistance to guide advocates, lawmakers, state agencies, and federal regulators with policy development and implementation.
