Erica Socker, Ph.D. is a Research Professor at Georgetown University’s McCourt School of Public Policy. She is an expert in Medicare, private health insurance, and health system reform. At the Center for Health Insurance Reforms (CHIR), she conducts research and provides technical expertise to federal and state policymakers on a range of issues, with a focus on improving affordability and access while containing costs. 

Prior to joining Georgetown, Dr. Socker was Vice President of Health Care at Arnold Ventures, where she helped shape the strategic direction of its health care work and led a broad portfolio of research and policy initiatives to improve affordability and value in Medicare and the private insurance market. She also previously held positions at the Office of Management and Budget, where she led the Health Division’s quantitative modeling of Affordable Care Act reforms; the Congressional Budget Office; and the Brookings Institution. Her work has contributed to major policy developments, including Medicare payment reforms, the No Surprises Act, and state-level efforts to lower costs for consumers, purchasers, and government. 

Dr. Socker holds a Ph.D. in Political Science from Texas A&M University and bachelor’s degrees in Economics and Mathematics from the University of Maryland.
