CHIR Welcomes New Faculty

We are delighted to welcome two new faculty members to CHIR: Nicole Rapfogel and Jane Beyer.

Nicole Rapfogel, MPH

Nicole Rapfogel, MPH, is a Senior Research Fellow at the Center on Health Insurance Reforms (CHIR) at Georgetown University. Her research focuses on access to affordable, comprehensive health coverage, including coverage for people with insulin-requiring diabetes, access to GLP-1s, and prior authorization.

Nicole has written extensively and provided expert analysis on a wide range of health policy issues related to access and affordability. Prior to joining the Georgetown faculty, she was a senior policy analyst at the Center on Budget and Policy Priorities, where she focused on marketplace and private insurance. She previously served as a Social Science Research Analyst and Presidential Management Fellow at the Center for Medicare within the Centers for Medicare and Medicaid Services (CMS), where she worked on payment policy for Medicare Parts C and D. Before that, she worked at the Center for American Progress, most recently as a senior health policy analyst, where she focused on drug pricing, health care costs and competition, insurance access and affordability, and other federal and state health policy issues.

Nicole holds a Master of Public Health from the Dartmouth Institute for Health Policy and Clinical Practice at Dartmouth College and a B.A. in Public Policy and Global Health from Duke

Jane Beyer J.D.

Jane Beyer is a Research Professor at the McCourt School of Public Policy’s Center on Health Insurance Reforms. Her research at CHIR will focus on health care consolidation, financialization, and affordability.

Previously she served as Senior Health Policy Advisor to the Washington State Insurance Commissioner from 2017 to 2026.  She was legal counsel to the Washington State House of Representatives for twenty years, working on a broad range of health and human services issues. Jane served as Washington State’s Medicaid director from 1995 through 1998, and Washington State’s Behavioral Health Commissioner from 2012 through 2015.

Jane began her career as a legal services attorney in Tacoma Washington, graduated with honors from the University of North Carolina School of Law and is admitted to the Washington State and District of Columbia bar. She served as Chair of the National Academy for State Health Policy (NASHP) Executive Committee from 2023 through 2026.
